USRA Rule Change Proposal
I submitted this rule change proposal to Chris by email on Thursday 5/17/07. It proposes a change in the driver classification system where Amateur will now be One Motor classes, Expert will be multiple motor classes, as currently practiced and Pro will have three classes OMO, G27 and G7. It also proposes dropping Senior G7 and Spec 15 as they are redundant to the proposed system. A number of people have inquired as to whether I was going to submit it and I wanted to let people know that it has been submitted.
 
Proposal 1.
Suggested change, substitute the following driver classification system for the current system. This approach more closely follows the reality of differences in drivers which are budget limitations. The new Amateur designation would significantly reduce the cost of contesting the classes. Those preferring the high budget, high intensity approach to wing car racing would compete in the Expert class and Pro’s would still have there own classes to compete in.

I. DRIVER CLASSIFICATION (Wing-Car Division)
A. Amateur
1. The Amateur classification will use the race format referred to as “One Motor”. All technical classes will have an Amateur classification, Group 12, International 15, Cobalt 12, Group 27 and Group 7.
2. The race format will be as follows:
a) Multiple mains seeded at random.
b) Overall position will be determined by lap totals for all mains.
c) One motor only allowed for the main being run.
d) G12, I15, and C12 will run 3 on and 3 off, 8 heats.
e) G27 and G7 will run 4 on and 3 off, 8 heats.
3. When a racer chooses to run as a Amateur in a technical class at an event he may not run as an Expert in the same technical class at the same event.

B. Expert
1. The Expert class will use the unlimited motor race format , any number of motors may be used to complete a race, following the technical motor rules for that class.
2. All technical classes will have an Expert classification, G12, I15, C12, G27 and G7.
3. All other format regulations will be as outlined in General Competion Regulations.
4. Expert racers may contest the Pro One Motor Group 7 class.

C. Pro
1. Sponsored and or elite level racers may be designated as Pro by the Board in disputed cases of classification. However, typical designation as a Pro is expected to be voluntary.
2. Pro racers may not race as an Expert or Amateur racer.
3. Pro racers may apply to the Board to have their racer status changed from Pro
to Expert.
4. Pro racers may contest three classes, Pro One Motor Group 7, Pro Group 27 and Pro Group 7.
5. Payouts for Pro classes will be 50% and cash paid to the top 3 finishers.

D. SENIOR OPEN
Eliminated as redundant to the revised classification system.

E. Wing Racing Payouts & Prizes
1. Race merchandise certificates and/or cash payouts will be 40% of the
total entry fees for each race, and will be paid to the top 3 finishers.
2. Amateur and Expert Race prize payout will be in merchandise certificates
and/or trophies.
3. Race prize payout will be in cash to Pro One Motor Group 7, Pro Group 27 and Pro Group 7.



Proposal 2.
Delete the table entitled “A. Classes to be raced at the National Event
The following are the only eligible racers who may compete in
each class at the Wing Nats.” appearing on page 18 of the rule book, if the above change is approved.

Proposal 3.
Delete the class Spec 15 if the above driver classification revision is passed.

Proposal 4.
If the driver classification revision is accepted then change the Nats Schedule also as follows.

H. WING NATS SCHEDULE
Run the program during the week as follows:

Sun. Amateur Group 12 and Amateur International 15
Mon. Expert Group 12 and Expert International 15
Tue. Amateur Cobalt 12 and Amateur Group 27
Wed. Meeting, Expert Cobalt 12 and Expert Group 27
Thu. Amateur Group 7 and Pro One Motor Group 7
Fri. Pro Group 27 and Expert Group 7
Sat. Pro Group 7
